Sounds OK: With no improvement after a month of meloxicam, a corticoteroid (cortisone-like drug) injection in the shoulder is a logical next step. It can be very effective -- often totally pain free in a day or two. The injection itself is simple and not very painful, assuming the doctor is experienced in the procedure. If your doctor recommends it, follow her advice.
