Sinus Disease: Someone who is 19 years old and complains of too much eyelid skin frequently has chronic sinus disease. This causes long term swelling of the lids and relaxation of the ligaments holding them in place. If this is true, consider treating allergies with antihistamines and shrinking the sinus mucosa with OTC Flonase and/or decongestant like Sudafed. See your doctor if you need this chronically.
