Skin variability: The skin under the eyes (and underlying fat pockets that protect the eye) can become edematous from heredity, diet, lack of sleep etc.. Other than surgery, no real way to get rid of these.

Dermatochalasis: Laxity of the connective tissue around the eye that causes the fat pads around the eyeball to "push" forward called dermatochalasis. This can occur with age. Skin laxity or "looseness" also causes this. Surgery is the only option. You should see your doctor. Another cause is allergies. If you have itching and nasal congestion try cold compresses and antihistamines.

Dark Circles: Circles under eye can be due to: allergy "allergic shiners", fatigue, genetic variation, aging. Lower lid skin is very thin so blood vessels under skin can make area look dark. Various topical remedies try to help but only mask the condition with no cure. What helps: drink 8 cups water/day, sunblock, hat, enough rest; avoid rubbing; makeup; facial plastic surgery when severe; allergist can help.

Try eyelid creams: Baggy eyelids are usually an aging change. However you may be retaining fluid and need a diuretic. Be sure your kidney function is normal and you are getting adequate sleep. Loreal, Kiehl, Avon and Lancome all make good dehydrating creams for the eyelids. Blepharoplasty surgery can remove the bags and excess skin as well. Have an oculoplastic ophthalmologist do the surgery not a plastic surgeon.
