Foot pain: If pain doesn't resolve in a week or so with the measures your doctor has recommended, see an orthopedic surgeon.

Pediatrician: It could be a sprain or a ganglionic cyst (benign) or possibly a tumor. Although tumor is unlikely with a normal x-ray. You should take your son to his pediatrician for further evaluation and for possible referral to orthopedic doctor if the pain doesn't go away. In the meantime, please follow the directions from the ER doctor.

Likely not serious: Sometimes kids or adults will develop a bundle of coatings around a nerve traveling through the skin. These nodules or cysts stretch the fibers & can cause pain occasionally but are not like a bone cancer or infection.A bone bruise might produce a similar bump but it would become hard & gradually fade over months. A podiatrist or orthopedic surgeon could confirm/exclude this label & discuss treatm
