Breast ducts: are normally not palpable. They might become palpable during lactation, or if they become dilated due to various benign or malignant conditions. Blood vessels might be palpable if they are very superficial. Thrombophlebitis of breast veins(Mondor diease) could cause them to become palpable.

No..: You may rarely feel congested superficial veins but in general normal or undistended ducts and blood vessels cannot be felt through the skin. If you feel rough cords or knots you may be having fibrocystic changes but a professional exam is your best choice if in doubt
