Mucus glands: If the spots are painless, I suggest just watching them for a few days. Most likely you're just seeing normal mucus secreting glands. Everybody has them inside their lips, easily seen if the lip tissues are stretched. If they are painful or turn into open sores, see a doctor.

White spots: The are many causes for white spots and it is impossible to tell you what is causing your spots. Is there pain or swelling?It may from trauma such as biting your lips. If this area does not heal in 2 weeks or gets larger and more sensitive it would be important to see a dentist to get this checked out.

White spots: We cannot diagnose the cause of your white spots over the internet, especially sight unseen. Therefore we can't possibly know whether it is something benign and does not require treatment, or if it is in fact something more serious & does require treatment. Find a local dentist and have it evaluated. Without knowing what it is, OTC remedies are unnecessary or useless as you have already discovered

Could be: Could be anything from just annoying to a serious neoplasm. Cannot diagnose you without a physical examination. White spots of long duration is an especially troubling description. Imperative that you see Dentist, preferably a specialist Oral Surgeon, immediately. Probably benign, but may be anything up to quite serious. Until diagnosed cannot recommend treatment, but forger OTCs.
