No: In small children especially the external jugular vein (there are two, internal and external) can bulge a bit at times, indicating a good amount of blood return. Especially when he's turned the right way and the muscle and lymph nodes are all visible. This is something we see often, and is innocent in nature.

No: Just make sure it doesn't change or that she doesn't have any respiratory issues. And make sure her pediatrician just follows it twice yearly.

Well,: ...I would want to know is it bilateral or one sided. When children/adults cry, shout or play the trumpet both jugular veins become visible. It is normal. In case it is one sided check with the pediatrician or pediatric cardiologist. If no concerns i.e. Nothing was found clinically or by echo i would sleep well. Pulsation can b arterial or venous and 4 the dr 2 differentiate.
