Retin a (tretinoin): Broken capillaries are typically from sun damage and genetics. They may be treated with laser. Retin a (tretinoin) should be used sparingly and for limited amounts of time to reduce irritation and peeling

Yes, under care: I recommend that you titrate use of either the Refissa (emollient and less irritating) or Retin-A, to reduce the expected inflammatory reaction. Yes: You can use a tretinoin product if you have broken capillaries. The tret won't help/treat the capillaries, but it can be used to treat signs of aging.
