Yes: Unless he or she has hypertension-induced kidney problems, this is generally regarded as safe.

NSAIDS for pain: Unless they can not ordinarily take NSAIDS, then yes you can give the the proper dose. However, have the patient see a dentist asap as the cause needs to be determined and treated accordingly. Otherwise at some point no pain medication will help.

Yes: Unless the patient has reported previous hypersensitivity to NSAIDs, should be safe when package dosing instructions are EXACTLY followed. NSAIDs may block pain transmission to some extent, but will not cure toothache. Must toothaches caused by infection and/or fracture, requiring specific dental treatment to cure. So best course of action, see a Dentist, now.
