Lip licker ?: This may just be a lip licking effect. Sometimes they will develop a habit of sucking in the upper lip and moisturizing it with their saliva.The saliva has some enzymes that can be drying & leave redness on normal skin where the event happens frequently.It can be localized to the upper lip or circle the mouth. I equate it to biting nails, twirling hair, etc. as a nervous habit.
