Short of breath: Could be many things such as infection, heart or lung problems, blood problems to name a few. At your age it would depend on other medical conditions also. Would need more information but if it very distressing go see your doctor.

Fluid retention: It is difficult to comment without examination but in short it sounds like you may have fluid retention in your body for some reason or another. Shortness of breath is an ominous sign so you must get this seen to by a doctor at your nearest urgent care clinic as soon as possible. You may need blood tests and chest x rays as well.

Lung or heart: Clot and heart failure could cause shortness of breath and leg swelling and are potentially serious. There are a variety of other possibilities. As mentioned by the others an uregnt doctor examination would be very useful as some tests - bloods xray ecg may be needed. All the best
