Easily identified.: Bumps, especially on toes, can be due to a variety of conditions. Included in the mish-mash of reasons are bony growths, cysts, foreign bodies. Location of the growth would help with identifying the reason. The best thing to do is have your toe examined by a specialist that treats feet.

Hammer toe?: It sounds like the second toe may be contracted at the joint. The most likely causes for a second toe being hammered are long second toe and a bunion. So if the second toe is longer than the great toe then the shoe hits the tip of the toe causing it to contract. If there is a bunion , then it's the great toe pushing over to the outside of the foot not allowing the second toe to sit straight.
