I've gotten a uti test and std test but i'm not sure what the problem is bt i'll get random pain and itch right on the urethra and i don't know why?

Doubt infection: Intermittent pain or itching usually does not indicate any infection. Both UTIs (which are quite rarely males your age) and STDs would cause continuous symptoms, such as painful urination every time you urinate. And for STDs, the main urethral symptom is discharge; pain alone rarely is due to STD. Since the answers aren't clear after self testing, you now need to see a doctor in person. Good luck!
