Difficult to tell: This is very difficult to determine without a photo or a visit to a live doctor. Usually if scabies is recurrent, the doctor should perform a scraping of the skin to make sure that is what is truly going on.

Hard to say: If you are exposed, you can certainly develop scabies numerous times & often the rash and itching show up quicker with second or later episodes. Eczema tends to be a chronic skin condition that can begin in childhood. In short, it could be either and an in person exam would be needed to tell.
