Viral URTI: This sounds like an upper respiratory tract infection commonly caused by viruses. Fevers, chills, nasal congestion, increased sensitivity are are typical symptoms of the common cold. If the symptoms persist for more than a week or if the symptoms worsen rather than improve over time, you need to see your GP to rule out a bacterial cause of the infection.

What kind of tests?: have you had? if these were allergy tests, either through skin or blood, and we're negative, so you were evaluated already and don't have allergic type of upper airways inflammation, that doesn't preclude you from being affected by other types of non allergic inflammation, the most common would be due to viral infection. You may still want to see an allergist for re-evaluatin or second opinion
