Fungal or viral?: I agree unlikely to be a nerve. A picture would be helpful but also the exact location? Between toes, sole, or heel?

I would make sure: there is nothing there.Sometimes, a doctor can use a dermascope to ensure there is nothing visible on the skin. Sometimes, fungus may be present which is not always visible to the naked eye. Nerve pain is pretty distinct and a good doctor should know if the pain is nerve related or not by clinical exam.

Itch receptor.: Anyone who has treated feet for a long time has seen patients with have an itch that has no obvious cause. This itching may be due to an itch receptor problem. This is a sensory receptor in the skin that is associated with itching. Some skin patches containing capsaicin and lidocain have offered some relief in these very unusual circumstances. Consult with a doctor for a professional opinion.
