Best see doctor: Hard to imnagine how a toilet, cheap or not, could cause a perineal tear. Do you recall a particular injury? If not and you're just assuming an injury is the cause, you should be professionally examined. Most presumed genital ulcers due to trauma in fact have other causes, especially herpes. Don't take chances if you're not sure. Also, exam is best way to know best pain relief. Good luck!
