No: This is not a normal phenomenon. If I happens only one time, then I would not jump to conclusions or rush to a doctor. However, if loss of bladder control continues, either with exercise, at rest or with other activities, then you should see a physician, likely starting with a primary care physician who can take a good history, possibly do lab work, order tests or refer you to a specialist.
