Fat embolism?: Is that what you mean? Usually requires hospitalisation and may need treatments such as fluids oxygen and ventilation. No particular cure just supportive treatment

Please elaborate : Are you talking about lipoma or fat clots in blood vessels . Fat clots occur with fractures of long bones . Lipomas are collection of fat cells . They usually don't need treatment unless they are growing in size and causing pain etc .

Fat clots: Not sure what you mean by fat clots in upper arms. If you have atherosclerosis, treatment with lipid lowering agents, control of blood pressure, and aerobic exercise are all beneficial.
