Yeast infection: Yeast infection can cause local inflammation of urethra (where pee comes out). Strong smelling pee may be due to concentrated urine. Encourage daughter to drink more fluids including cranberry juice. Follow up with doctor if symptoms persisting after 48-72 hours.

Local irritation: Girl anatomy makes them more sensitive to some items like bath soap, scented toilet tissue, etc. If she takes baths,it is important that she learn to rinse her bottom with clean water so no soap film remains. This can dry and trigger itching/burning. Taking showers could also end this. Avoiding soaps like Irish Spring (pungent scent) can also help.If this is the issue it can clear in a week or two.
