No: As long as your testicles are in your scrotum and normal size it is fine. As you age and your skin looses its elasticity your testicles may change their position. All the best.

No this common if you are in a cold climate. I f they are vertical in position as they should be, I would not be concerned. A thorough exam by your PCP should be able assist you.
