Testis: Any change in your testis affecting size should be evaluated by a urologist. Although it may well be something qute harmless like a hydrocele, you also are in the age group for testicular cancer.

Get examined: The testicles are not always equal in size, but if a significant difference, or it causes you concern--you should have it examined. Either your dr or ideally a urologist can do an eval and help decide what to do next.

Likely a hydrocele: Hydrocele, collection of fluid around testicle) is most common cause of scrotal enlargement causing penis to hang on one side. This is not a dangerous condition & easily fixed by a urologist by relatively minor surgery. Testis tumors are relatively uncommon but need to be ruled out. Good luck.
