Turbinate cycling : It sounds like you are discussing a normal phenomenon in which the inferior turbinate's alternatively congest and decongest. You will perceive this problem, if your nose is a little more congested than average from allergies for example. A deviated septum can make this worse. See an ENT to examine this.
