Spinal stenosis: Sounds like a nerve impingement- you should see a neurologist and perhaps get an MRI and nerve conduction studies for definitive diagnosis.

See neurologist: Nerve impingement can be related to spinal disc protrusion, bone spurs, overgrown muscles. Your symptoms are often related to prolonged use of electronic devices at a critical angle of the neck. A heavy bag on a shoulder strap. Driving with a death grip and tensing the shoulders. Sleeping with the neck severely twisted. etc. The sooner you get help the better.
