Multiple factors: There are multiple factors. Certainly getting soap or other chemicals into the eyes will make them red. Just the heat from the steam and hot water is enough to dilate the blood vessels of the conjunctiva which makes the eyes look red.

Many Possibilities: This is a broad question with many possible answers. Most commonly, chronic redness can come from inflammatory conditions including eye allergies, eye dryness, eye rubbing, episcleritis (a surface inflammation), and/or subconjunctival hemorrhages (small burst blood vessels on the whites of the eyes). Start with artificial tears for lubrication & make sure not to rub the eyes; see eye md if needed.
