Normal? Urethritis?: Probably nothing is wrong, assuming you mean pre-ejaculate fluid ("precum") during sexual arousal. Pre-ejaculate fluid should be clear, not cloudy, and only with erections. Even a large amount is normal. However, if you're having discharge at other times, or if not clear (cloudy, yellow, etc), then you probably have urethritis, i.e. an STD (chlamydia, gonorrhea, or nongonococcal urethritis [NGU]).
