No : These are small islands of tonsil tissue on the back wall of the throat and become more prominent from post nasal discharge, allergy, recurrent throat infections.

Not generally : They are generally indicative of postnasal drip which is turn is most commonly due to allergic or non-rhinitis, pharyngitis and sinusitis. The fact that cobblestone appearance is present generally indicates the problem has been there for some time.
