my mom had a lump in her breast then one in her arm then now there's one in her foot that hurts. is this cancer ? she's going to doctor for it .

Seems unlikely: It is good that she is seeing a doctor about it, but the pattern of the lumps does not really suggest a cancer. Hopefully there is not more going on that she is not telling you about.
