Red eye: Are both eyes red or just one side? Has she had any trauma to the eye? Does she have any other symptoms? Take her to ER if she is having blurred vision, eye pain or if she is having peeling of hands or feet, cracked lips or skin rash. Otherwise follow up with her regular doctor or urgent care the next day.

Depends: A tiny broken capillary from minor trauma (rubbing) could leave a red stain that lasts days. The whiteness stays so because there are few blood vessels that would carry the stain away quickly. If the kid has no pain, acts & plays normally, you can watch it. If the kid has been around flying debris (a grinder), has pain, is restless, etc. it would be a good idea to have it looked at.
