Rash hand : Flesh coloured raised bumps could be molluscum contangiosum ( viral infection) or wary . Examination would confirm the diagnosis , please consult your doctor.

Hard to know: based on the description, dyshidrotic eczema comes to mind. Can be VERY itchy.
