Needs assessment : The question cut off but children in this age group are difficult to advise on from this sort of forum and are best examined. If not taking fluids, breathing difficulties persistent vomiting or difficult to rouse needs urgent medical attention. If ok in these areas needs doctor assessment but less urgently.

Incomplete: but seems like he has upper respiratory tract infection, or viral syndrome, may be hurting in his ears, or his stomach that why he's crying, at any rate, he needs to be seen for better management, best wishes
