Probably Not: Most emergency rooms are not set up to provide dental care. If the toothache is due to grinding and excess force being applied to the tooth, he will most likely need a bruxism appliance. If the pain is due to a cavity or non-vital nerve he will need definitive dental care. You'll need to see a local dentist for his pain.

Probably not: Problem is more likely dental than medical. See a Dentist to start. Specialty referral may be necessary.

See below: Unless the hospital has dental residents, the answer is no. The treatment is usually palliative in terms of an antibiotic and pain medication. Seek the care of a dentist ASAP.
