Genital herpes?: There are other possible causes of genital area blisters than herpes, and herpes usually doesn't cause blood in urine. However, if your doctor's diagnosis is based only on examination without lab testing, and if you feel you're at risk for genital herpes, ask about (maybe insist on?) swabbing the blisters for PCR or culture for HSV (PCR preferred).
