Needs evaluation: A first thought would be in infant female with Turner syndrome. The purple bottom is incidental to normal circulation shift at that age, the swollen feet is a common presentation of Turner syndrome as would be the arched palate. A full exam would provide more to work with but a chromosome study would confirm or exclude the label.
