Need more info: The lingual frenulum does not typically swell . Structures near it like the lingual papillae or wharton's duct might swell from submandibular gland infection or inflammation. I don't know what you mean by he looks like a uvula. More information needed, but in general does not sound concerning

Salivary duct: The lingual frenulum is surrounded by the salivary glands which may be having a problem. See an md for evaluation and treatment.
