Exam: may be either a low grade infection or a viral infection such as molluscim contagiosu,. You must be examined.

Dermatologist ?: Probably ingrown hairs, see a dermatologist or your GP to confirm

Skin tags?: Depends in part on where in the genital area. Penis? Scrotum? Pubic area? Does "not sexually active" mean intercourse only? Any oral sex, for example? Maybe normal skin tags, which can become more prominent with sexual maturity, which presumably is fairly recent since you are only 18. If shiny pink and some bumps have dimples, maybe molluscum contagiosum, but that's usually sexually acquired.

Folliculitis?: Pubic area folliculitis is often triggered or made worse by shaving, but shaving sometimes has nothing to do with it. Your skin might be colonized with staph or strep, for example. Discuss with your doctor: an antibiotic cream might help, or even an antibiotic by mouth. Good luck!
