Normal: You are probably moving the cartilaginous voice box over the cricoid cartilage. The latter cartilage is just below the voice box and its cartilages. This is a perfectly normal clicking sound. As long as there is no soreness or pathology in that area of the neck, there is no reason to move those structures. If you are really concerned see an ear, nose and throat physician.
