Maybe but unlikely: It's hard to believe anyone would reuse condoms in this way. A massage parlor or some other sex work establishment? If they really re-use condoms, probably they rinse them between uses, preferably with an antiseptic. If so, there is no risk. But if you used a condom that still contained semen of an infected person, HIV could be transmitted. To my knowledge this has never happened, however.
