I'm 35.5 weeks pregnant. baby's weight or growth rate is in the 22 percentile last fri. at what percentile below the threshold 20 percentile is an indication that the baby needs to be induced earlier?

It is ok: Threshold means just that. The baby's growth rate is acceptable until the 20th percentile. Actually 60+% of the babies below the 20th are still ok.
