L4-5 disc pain: Yes it can. But not likely the disc herniation itself. The scrotum carries sensation from the lower sacral roots (s2-5) and the upper lumbar roots (l2-4). Classic radiculopathy, or pinched nerve pain, is along the outside of the calf and into the top of the foot for l4-5. Discogenic pain, or pain from the disk, can cause pain to the genitalia.

Yes: All of the sensory nerves for the front of the abdomen, including the scrotum and thigh come from the back. Therefore, just problems may also present as pain in the front of the abdomen, scrotum, or the thigh. Make sure you don't have anyone hernia as the source. Physical exam by your doctor should be able to tell us.
