Both…: Hormones are made by the body and have an effect on almost every function of the body, including several involved in the body's "fight or flight" response-stress impacting hormones. However, for a variety of reasons hormone levels may be off, for example low sugar in a diabetic. If this happens the hormones will create a feeling of stress-hormones impacting stress. Many examples exist both ways.
