RICE is good: In a diabetic almost anything can have some significant potential consequences. If symptoms do not respond quickly seek professional assessment. Exercise should be moderate, with warm up and cool down and not painful. Along term exercise program in a diabetic is very important.

Yes but...: Go see a doc. Could be plantar fasciitis, tendinitis or a stress fracture since a new exercise program.

Sounds like : Plantar fascitis, if it is elevation will do nothing for you. You need to stretch, consider a night splint and an orthotic during the day as well as an antiinflammatory like alleve.

Many possibilities: R.I.C.E. Rest, ice, compression, elevation may help for an acute injury. Oral anti-inflammatory medication may help with the pain and swelling. Have it evaluated by a professional and get the proper diagnosis.
