Probably OK: Depending on your age and cardiovascular conditioning status, that may be fine. Prolonged heart rate maintenance during aerobic exercise is part of the conditioning process. Need to make sure the heart rate is regular (not skipping around) or associated with lightheadedness or inappropriate breathlessness. Getting a monitored stress test before aggressive exercise (if sedentary) prudent.

Heart rate: This is not a problem as long as you do not have significant heart disease. There are fitness tables on the internet where you can look up by your age what a 60 or 80% recommended heart rate is for exercise.
