for the past month i have been experiencing a dull pain with itchiness and swelling in the area between my scrotum and anus. i am also bleeding.

Most likely fungal: This is most likely a fungal infection in this area. Try an over the counter antifungal cream like Lamisil (terbenafine) but if that does not get rid of it you will need to see a doctor.
