Cyst vs tumor: Any tissue removed from the body should be examined under the microscope by a pathologist. The fact that the mass you describe was attached to the skull may mean a primary lesion of the skin or soft tissue. Such lesions are best imaged first, then biopsy performed followed by removal depending on the tissue. The final answer of "what it is" depends on the pathology report.
