Needs photoes: Most of skin rashes are red and so might need to look at it to judge. It varies from benign problem to more serious ones Are you well in yourself or are you known to have medical illness of some sort? It might be an indication of systemic illness, like Erythema Nodusum as an example which might be red to purple in color and is painful to touch

IDK either: "Red rash" is a rather vague term. Intensity? Duration? Exact location on your leg? Other medical problems? Affected by heat/cold? In other words, please see a GP or Dermatologist for an informed discussion of your issue.
