I cant find my diagnosed inguinal hernia; there's no bulge. my doctor said i might have trouble repositioning it. is it incarcerated?

If a hernia: is small, and depending on body habitus, it may be difficult or impossible to palpate on physical exam. Some are only visualized on imaging studies like CT. Incarcerated means it can't be reduced, so not enough info provided to determine that.
