Weight loss: Create a plan of action w/the guidance of your doctor so you are safe. If the person can't do lower body exercise, he/she may be able to do upper body work such as using light dumb bells, exercise bike w/moving handlebars, etc. Nutrition is crucial. Ask doc about low carb and higher protein food plan. Peace and good health.
