See dermatologist: could be actinic keratosis or other dermatitis, but if not improving with OTC meds recommend consultation with dermatologist

Eczema?: it could be a patch of eczema . Avoid any strong make up things/perfumes etc. Steroid cream topical will help.For gentle steroids ,you need prescription from your primary care doctor.
