I've always had red dots on my arms and legs. i moisturize twice a day , but the coloring is still off. how can i clear the skin up?

Lactic acid lotion: You most likely have keratosis pilaris or red bumps on upper arms and thighs. It usually means that you have very sensitive skin. I strongly advise patients to use products for sensitive skin and no fragrances. Lactic acid lotion can helps with scaly bumps but not with the red color. Unfortunately the red color will stay. You could find a dermatologist who uses a vascular laser to remove redness.
